This is a pair of mini (or shirt-sized) Air Force or Army Major collar rank insignias.
The package reads Air Force but these are the same for the Army Major as well.
The package and box it came out of is dated 1981
As you can see, it is a dual-post clutch back.

Domestic postage and packaging is via 1st class mail w/delivery confirmation in a padded envelope.
