The token was in use, the condition is perfectly visible in the photo, it was used from 1991 to about 2000 (maybe a little later). This is a kind of early token, which was intended for Ukrainian police officers who were engaged in work related to the protection and transport security on the roads of Ukraine, identifying violations in this industry. The token has a personal number, the letters XN indicate the patrol region, in this case it is the Kherson region
